Rules Committee backs change to Reentry Council membership and eligibility window

The San Francisco Board of Supervisors Rules Committee on Jan. 12 voted to forward an ordinance to the full board that would amend the city administrative code to add the Department of Homelessness and Supportive Housing to the Reentry Council and increase its membership from 23 to 24.
The change also lengthens the allowable post‑release window for one board‑appointed formerly incarcerated member from two years to three, a shift staff said is intended to broaden the pool of qualified participants. ‘‘Two years is a very short time, and we can expand that pool of very qualified people by giving them an extra year so the people are actually able to stabilize and find their feet before they have to start doing public service,’’ said Karen Shane, reentry policy planner at the San Francisco Adult Probation Department, which staffs the Reentry Council.
Why it matters: the Reentry Council advises city departments on policy and services affecting people returning from incarceration. The ordinance also requires the council to submit a report to the Board by July 1, 2018, recommending whether the council should continue.
The committee advanced the measure to the full board by consensus after the presentation and brief discussion. Chair Katie Tang and Vice Chair Sharmila Cohen registered no objections.
Next steps: the ordinance will appear on the Board of Supervisors agenda and be considered by the full board; the council’s report is due to the Board on July 1, 2018.
No formal public comment was made on the ordinance at the committee hearing.
