Committee approves release of $113.5 million in PUC planning reserves based on budget analyst recommendation

Todd Reedstrom, CFO and assistant general manager of the PUC, said about 75% of the overall program budget is construction and that the monies under consideration are for nonconstruction activities — planning, design and environmental review — which are subject to the California Environmental Quality Act (CEQA). He told the committee he expects repeated returns to the committee and Board over the coming quarters as environmental findings are adopted and projects progress to construction.
The committee's budget analyst had reviewed the supplemental appropriation passed in December and recommended reducing the requested release from the originally stated $136,622,239 to $113,543,274 to correct an $11 million adjustment that had been missed in the legislation and to reserve additional sums for committee review.
A motion to accept the budget analyst's recommendation and release reserves carried by voice vote in committee; no roll‑call tally appears in the transcript. The PUC said it plans to return with schedule updates and to seek releases for additional funding rounds as projects reach CEQA adoption and construction readiness.
