Rules Committee advances multiple advisory-board appointments and reappointments

The Rules Committee of the San Francisco Board of Supervisors on Oct. 13 recommended a slate of appointments and reappointments to advisory bodies and task forces, forwarding each nomination to the full Board with a positive recommendation.
Jennifer Garcia: Item 2 was a hearing to appoint one labor-representative seat to the Cannabis State Legalization Task Force (term in the record listed as ending 08/31/2017). The applicant did not appear; the committee noted that Garcia’s application met the requirement that the seat represent a labor union for cannabis industry employees and moved to advance her appointment to the full Board with a residency waiver. The motion carried without objection.
Charles Defarge: For the Bicycle Advisory Committee (Item 3), Charles Defarge, introduced as the appointee of Mark Farrell for the District 2 seat, described lifelong residency in District 2, leadership of a student bicycle-share program in Los Angeles, and his work as campaign coordinator at the San Francisco Bicycle Coalition. Supervisor Malia Cohen moved to appoint Defarge to Seat 2; the committee carried the nomination without objection.
Eddie Chan and Maria Luz Torre: Item 4 considered two reappointments to the San Francisco Health Authority. Eddie Chan, president and CEO of Northeast Medical Services, said his organization serves roughly 65,000 San Francisco patients, about 75 percent at or near poverty, and that he would focus on senior care if reappointed. Maria Luz Torre, co-chair of the member advisory committee for the San Francisco Health Plan and organizer with Parent Voices of San Francisco, described bringing consumer access concerns (clinic hours, canceled appointments, dental access and formulary gaps) to the governing board. Sumi Sousa of the San Francisco Health Plan offered public comment supporting both reappointments. Supervisor Malia Cohen moved to reappoint Eddie Chan (with a residency waiver) to Seat 6 and to reappoint Maria Luz Torre to Seat 10; the motion passed without objection.
Workforce Community Advisory Committee: Item 5 filled seats on a newly created Workforce Community Advisory Committee. Deborah Gorman (San Francisco Conservation Corps) described workforce-development programs and endorsed other nominees. Mike King of the Office of Economic and Workforce Development said his office will staff the committee and described candidate expertise. Supervisor Cohen moved to appoint Elizabeth Jackson Simpson (Seat 2), Deborah Gorman (Seat 3, with residency waiver), and Billy Wang (Seat 4); the committee approved the slate without objection.
Procedural note: In each case the committee acted by motion and carried nominations "without objection," and the clerk recorded that items acted upon at this meeting would be placed on the Oct. 25, 2016 Board agenda unless otherwise stated.
Next steps: The nominations will be transmitted to the full Board of Supervisors for confirmation.
