Rules Committee reappoints members to Cannabis State Legalization Task Force; discussion centers on equity, land use, workforce

On Sept. 22 the Rules Committee reappointed multiple members to the Cannabis State Legalization Task Force and advanced contested and uncontested seats after an extensive hearing that blended candidate statements with policy discussion.

Jesse Stout (reappointment candidate) described draft recommendations already developed by the task force on land use, tourism, public safety, workforce development and social justice. Reappointments for uncontested seats were moved by the chair and approved without objection. Several contested seats were resolved in committee votes: Kevin Reid was appointed to seat 11 (the seat vacated by Michelle Aldrich), Duncan Tolento Lay (listed as Duncan Lay in the motion record) was reappointed to Seat 13, and Sarah Schrader was reappointed to Seat 21.

Candidates and task force members repeatedly raised three themes: equity in licensing, land‑use/clustering concerns and workforce development. Task force members and applicants described proposals such as equity permitting to prioritize people from communities harmed by the drug war, protections or streamlined conversion processes for existing medical cannabis dispensaries, and incentives or apprenticeship programs (with City College partnerships) for hiring and training formerly incarcerated people and local residents. Speaker Eric Pearson, representing existing medical dispensaries, said his goal is to "help devise a plan so that San Francisco can implement the legalization of cannabis in a normalized fashion" while protecting small businesses from consolidation.

Public health and youth concerns were also discussed: a task force member noted that San Francisco Unified has identified sales of marijuana on campus as a driver of school discipline, and members discussed education and safe‑use policies for visitors and residents. Several supervisors urged task force members to continue outreach to neighborhoods where clustering of dispensaries has prompted pushback, and to coordinate with the Planning Department on zoning and permitting issues.

The committee identified one seat (Seat 20) to continue to a future meeting because the applicant's name was omitted from the published agenda; the clerk said that seat will be considered at the next Rules hearing. The committee adjourned after approving the appointments and reappointments it had under consideration.
