The Rules Committee appointed four members to the new Municipal Fines & Fees Task Force on Sept. 8, 2016, a body created to review municipal citation practices and their disparate impacts.
Appointees included Dion Labutti (Community Housing Partnership), Scott Nelson (Coalition on Homelessness), Alisa Della Piana (Lawyers’ Committee — presented by proxy) and Kendra Emmick (represented by proxy). Applicants described experience assisting low-income and homeless residents with citation defense, working on statewide legislation (SB 881) and developing self-help materials for appeals.
Committee members emphasized the need to address disparate racial and income impacts from fines, driver's license suspensions and collection practices. Supervisor Melia Cohen moved the appointments and noted that one nominee would require a residency waiver; the committee advanced the slate and will forward the committee report to the full Board.
