Committee endorses appointments to citizens’ general‑obligation bond oversight body

On Dec. 8 the Rules Committee considered applicants for three seats on the Citizens' General Obligation Bond Oversight Committee and moved to forward the committee’s recommendations to the full Board on Dec. 13.

Brenda Quy McNulty told the committee she has served one prior term and as vice chair of the oversight body and described the committee’s recent independent payments audits. She said the committee opened approximately 325 whistleblower cases and closed 309 in fiscal year 2015–16 and that payments audits of two bonds — cited in committee as a $248,000,000 bond and an $86,000,000 parks bond — returned findings scoring roughly 99.9% and 100% respectively. "It is our plan ... to continue to do these select bonds over a rotational period," she said.

Kristen Chu described prior service on the bond oversight committee and experience with the League of Women Voters and the Sunshine Ordinance Task Force. Preston Lam, a Chinatown Community Development Center project manager, outlined five years of capital‑project finance experience and said he is especially interested in housing‑related bond funds.

Whitney Jones of Chinatown CDC urged the committee to select Lam, citing his work training young people in land‑use and project finance.

A motion (moved and seconded by members of the committee) recommended Brenda Quy McNulty to seat 1, Alexander Tonneson to seat 2, and Kristen Chu to seat 3; the committee agreed to forward the recommendation as a committee report to the Board of Supervisors on Dec. 13 with a positive recommendation.

The Clerk will include the committee report on the Dec. 13 Board agenda for final action.
