Rules Committee names two new members to Childcare Planning and Advisory Council

The Rules Committee appointed two members to the Childcare Planning and Advisory Council (CPAC) on Sept. 8, 2016.
Bev Milugen (executive director, C5 Children’s School) described operating childcare centers and stressed the importance of expanding access to quality early care, improving pay for early-childhood educators and developing partnerships with business to create funding streams. Graham Dobson, who works in the Office of Early Care and Education and previously coordinated CPAC, described his work with facilities, development impact fees and citywide implementation of the Prop C plan for early care and education.
Supervisors praised both nominees’ qualifications and asked about services for children with special needs; Milugen said San Francisco has improved identification and early-intervention services but that ongoing attention and investment are needed. The committee approved both appointments and granted a residency waiver for one seat.
