Rules Committee hears applicants for Balboa Park Station advisory seats, punts final assignments to special meeting

The San Francisco Board of Supervisors Rules Committee on Dec. 8 heard brief presentations from residents seeking seats on the Balboa Park Station Community Advisory Committee and deferred final seat assignments to a special meeting next Monday.
Supervisor John Avalos told the committee the advisory group was created after the station area plan to give residents a forum to steer development and transit decisions and to press departments to meet timelines. Avalos said the committee plays both an oversight and advocacy role for priorities such as an affordable housing project at the station “elbow” and transit safety near Geneva and San Jose avenues.
Applicants at the meeting described strong neighborhood ties. "The Balboa BART Station is my everyday commuter base," said Faye Lakanilao, who described years of Filipino‑community organizing in the Excelsior and said she would advocate for affordable housing, safer streets and better transit access. Robert Muehlbauer, a long‑time OMI resident and former Balboa Park Station Committee chair, described almost 30 years in affordable housing and ongoing work on the Geneva–San Jose safety study. Luis Lucia, who works with the Ocean Avenue Association, and Tiffany Ng, a community organizer at the Chinese Progressive Association, also outlined local experience and outreach work.
A public commenter, Tina Shoff Baja of the Filipino Community Center, urged the committee to appoint Lakanilao, saying she had long served immigrant and working‑class families in the neighborhood.
Chair Tang and Supervisors signaled they intend to appoint the applicants but said they would finalize which person fills which seat at the special Rules Committee meeting on Dec. 12. Supervisor Cohen moved to continue Item 1 to that meeting; the motion carried without objection. The committee did not take final appointment votes at the Dec. 8 session.
The item is scheduled for further consideration at the Rules Committee’s special meeting on Dec. 12 and, if forwarded, will appear on the Board of Supervisors agenda on Dec. 13.
