Rules Committee backs mayoral reappointments to the San Francisco Public Utilities Commission

Harlan Kelly, general manager of the SFPUC, told the committee he supported the reappointments of Francesca Vitor, Vince Courtney Jr. and Anne Muller Cain and summarized each commissioner’s contributions, including leadership on environmental justice, the Sewer System Improvement Program (SSIP/WESIP), green infrastructure, CleanPowerSF and a community benefits approach to procurements.
Each commissioner spoke to the committee. Francesca Vitor said she looked forward to implementing the Sewer System Improvement Program, expanding groundwater and recycled water sources and protecting low-income ratepayers as rates increase. Anne Muller Cain noted the near-completion of the water system program and emphasized fiscal oversight of WESIP and upcoming digester projects. Vince Courtney Jr. focused on workforce development and local-hire pipelines tied to major infrastructure projects.
Public comment included long-standing labor and community support for Commissioner Courtney’s local hire and apprenticeship efforts; speakers included labor leaders and nonprofit representatives who urged the committee to reappoint all three commissioners to ensure continuity on major capital programs. Supervisor Melia Cohen moved to accept the mayor’s reappointment requests; Supervisor Eric Marr seconded and the committee advanced the appointments without objection to the full Board.
