Committee approves increase and extension of Office Depot contract with small-business set-aside plan

The Budget and Finance Committee approved a resolution to increase the not-to-exceed amount on the Office Depot office-supplies contract from $15.49 million to $17.54 million and extend the contract term to allow the Office of Contract Administration time to advertise and award a new solicitation.
Naomi Kelly, city purchaser, said the department will advertise the next RFP in mid-October and aims to award by December, but asked for the extension through December 31, 2008 (and staff later accepted an amended extension to March 15, 2009 as recommended by the budget analyst) to avoid returning for another increase in the event of bid protests. Kelly said the next contract will incorporate two approaches to increase small-business participation: blocking categories where a local small business can fulfill a product category and using city micro-business set-asides for small departments that spend less than $100,000 over the life of the contract.
Mr. Rose reviewed the Department of Office Contract Administration’s justification for the additional $2.05 million and recommended amending the contract end date to March 15, 2009; the committee adopted the amendment and approved the item. No public comment was recorded.
