Committee advances Prop 42 and Prop 1B appropriations to fund city road resurfacing program

The Budget and Finance Committee recommended forwarding a resolution to appropriate $11,756,665 in fiscal year 2008/09 Proposition 42 funds and $1,265,627 in Proposition 1B funds to the Department of Public Works for road maintenance and resurfacing.
DPW staff said these funds were anticipated and approved in the 10-year capital plan and capital planning committee but were not incorporated into the annual appropriation in time; the Prop 1B county share was approved by the legislature late and also missed the budget. The department said Prop 42 funds will be used to fund immediate paving needs and the Prop 1B money will be credited toward the FY 2009–10 program.
Supervisors asked about a $200,000 shortfall in available funds and specifically about a $200,000 planning allocation for Market Street (Van Ness to Maine) and the sequencing of design and construction. DPW said Market Street scope is large and expensive and that planning work will be done in segments, potentially seeking MTA or other funds for construction. For Seventh Avenue (Lincoln Way to Forest Hill Station), DPW estimated about nine months before construction could start once funds are available. Mr. Rose said the committee did not have a separate analytic report on this item because it arrived late but recommended moving it forward given the programmatic urgency.
