Rules Committee sends Planning Code amendment and ballot order to full Board without recommendation

Chair Katie Tang convened a special Rules Committee meeting on July 25, 2016, and the committee voted to send an ordinance and ballot-ordering motion affecting the Planning Code to the full Board of Supervisors for consideration on July 26, "without recommendation."
The clerk, Derek Evans, described Item 1 as a motion ordering submission to voters and an ordinance amending the Planning Code to require conditional use authorization for conversion of production, distribution and repair (PDR) use, institutional community use, arts activities use, and replacement space. Evans told the committee that items acted on at the meeting would appear on the Board of Supervisors agenda for August 2 unless otherwise stated.
April Venaracion Ng spoke briefly in favor of the process that produced the current draft, thanking the chair and saying, "I think the legislation that we have before us has been considerably improved because of the rules committee participation and the participation of the public." Chair Tang opened the matter for public comment; no members of the public came forward and public comment was closed.
After the brief remarks the clerk moved to send Item 1 to the full Board as a committee report for July 26 "without recommendation." Chair Tang took the motion and the committee agreed to transmit the item without recommendation. Earlier in the meeting the committee also moved, without objection, to excuse Supervisor Eric Marr.
The special meeting concluded after the chair confirmed there were no further items and adjourned. The full Board will receive Item 1 as a committee report at its July 26 meeting; separate scheduling or ballot deadlines were not specified in the committee record beyond the clerk's announcement about the August 2 agenda.
