Committee members forwarded two contract amendments for the Laguna Honda Hospital replacement program to the full Board with recommendation. John Thomas, project manager, said the construction management contract with Cooper Bruggada Management (CPM) would be increased from $9,995,383 to $14,784,481 primarily to augment staffing for fiscal years 2008–2010 and speed construction work. A second amendment would increase an architect/design agreement from $39,155,175 to $44,633,529 to provide additional on-site staff and faster processing of change orders.
Staff said the project is approximately one year behind schedule and both amendments respond to concerns raised by the construction manager at risk (Turner Construction). Budget analyst Mr. Rose recommended amending the resolution to reflect an assignment from "Ashen and Allen architects / Gordon H Chung and partners" to "Ashen and Allen architecture / Stantec architecture" because Stantec acquired Gordon H Chung; the committee adopted that amendment into the record and moved both items forward.
A public commenter (Douglas Yap) questioned rising cost overruns and urged attention to other local needs; staff did not provide a consolidated total overrun during this item. The committee approved forwarding both items "as amended with recommendation" by unanimous consent and will present the resolutions to the full board for final action.
