Rules Committee confirms childcare adviser, oversight-board members and food-task-force nominee

The San Francisco Rules Committee on March 10 confirmed a slate of mayoral and committee appointments, including a reappointment to the Child Care Planning and Advisory Council and two confirmations to the successor agency oversight board.
Candice Wong was appointed to seat 3 of the Child Care Planning and Advisory Council (term ending March 19, 2018). Wong told the committee she has "over 20 years of experience in the area of early care and education" and currently serves as California director of child development programs at the Low Income Investment Fund. She described work supporting the Office of Early Care and Education on a five-year 0–5 plan and said the council’s priorities include program quality, affordability, facility planning and workforce issues such as wages and retention. Chair Katie Chang moved the nomination forward and the appointment was approved without objection.
The committee also confirmed two mayoral appointments to the Redevelopment Successor Agency Oversight Board: Nadia Sisay and Olsen Lee, each to terms ending Jan. 24, 2020. Nadia Sisay, director of the city’s Office of Public Finance, said she manages the city’s general-obligation and general-fund-backed debt (which she described as about $3,000,000,000 in outstanding debt) and detailed the oversight board’s role in reviewing new debt issuances and recognized obligation payment schedules. "Most importantly, it probably is timing of when development comes online," Sisay said, identifying the principal risk to delivering programmed infrastructure and housing.
Olsen Lee, director of the Mayor’s Office of Housing and Community Development and a current oversight-board member, said implementation of SB 107 and transfers of former OCII property (including questions about Yerba Buena Gardens) will be key items for the board. Lee said SB 107 provided additional funds from former redevelopment project areas to support affordable housing in areas including Transbay, Mission Bay and the Hunters Point Shipyard.
Preeti Rani was appointed (with a residency waiver) to seat 10 of the Food Security Task Force. Rani, Nutrition Services Director in the Department of Public Health’s Maternal, Child and Adolescent Health program, oversees the local WIC program and CalFresh/SNAP-Ed nutrition education; she told supervisors she will press to bring greater focus on infants and breastfeeding, noting she is a board-certified lactation consultant.
Each of the appointments was proposed, seconded and approved "without objection," and the committee forwarded the assessment appeals board nominations to the full Board of Supervisors as a committee report for final action.
What’s next: the confirmed appointees will serve the terms announced; the assessment appeals board nominations were sent as a committee report to the Board of Supervisors for consideration at a future meeting.
