Rules Committee adopts youth‑friendly hearing scheduling process

The Rules Committee voted to add a scheduling procedure (rule 3.43) to the Board rules that gives the Youth Commission a formal mechanism to request hearings on matters referred to it be scheduled at times accessible to young people.

Sponsor Supervisor Omar and co‑sponsor Supervisor David Campos framed the change as a practical fix: many Board hearings fall during school hours, limiting meaningful youth participation. Nicholas Persky, chair of the Youth Commission, presented survey data and an outreach plan and urged the committee to adopt the rule. Youth leaders and adult allies testified that moving some hearings to late‑afternoon times would increase civic participation and representation of young people on issues that affect them.

The committee adopted technical amendments prepared with the Clerk of the Board and forwarded the rule change as a committee report. Members discussed logistics and supplementary outreach, and encouraged supervisors and staff to collaborate with the Youth Commission on outreach and scheduling.
