The mayor—s Office of Community Development presented its FY08/09 Community Development Block Grant (CDBG) recommendations and described an extensive outreach and selection process that reviewed 253 proposals and produced funding recommendations despite nearly 4% reductions in federal CDBG allocations.
Director Adrienne Pahn said MOCD conducted public needs hearings, technical workshops and a volunteer review process and has increased funding to some high-performing programs while removing funding from others based on performance. Budget analysts noted the program faces declining federal support and must prioritize services accordingly.
Supervisors asked about public-space projects, Friends of the Urban Forest tree-planting uses, nonprofit salary disclosures and microenterprise program outcomes; MOCD staff said agencies must submit audited financials and 990s and that MOCD already uses audits and performance monitoring to increase, decrease or terminate funding.
Public testimony included neighborhood beacons, immigrant-service providers and small nonprofits who praised the process and asked the city to continue targeted outreach so smaller groups can compete for CDBG grants. Supervisors asked MOCD to provide further information on how CDBG dollars align with cross-agency initiatives such as Communities of Opportunity and violence-prevention programs.
The committee forwarded the CDBG resolution to the full board, and staff agreed to provide supplemental lists linking funded MOCD programs to targeted Communities of Opportunity nodes and to provide additional microenterprise performance data requested by supervisors.
