The San Francisco Board of Supervisors' Budget and Finance Committee voted to amend the city's 10-year capital expenditure plan to reflect an updated planning estimate of $887,400,000 for the San Francisco General Hospital (SFGH) rebuild. The amendment was proposed after staff said more detailed schematic design and third-party cost estimates produced a higher, more defensible figure than the earlier $800 million placeholder.
Brian Strong, director of the city's Capital Planning Program, told the committee the updated estimate was produced after work that included schematic design roughly 60% complete, a draft environmental impact report and multiple third-party cost estimators and contractors participating under a construction-manager/general-contractor (CMGC) delivery approach. "The estimated cost for that is now at $887,400,000," Strong said, presenting the analysis and the pre-bond investments that informed it.
Strong and assistant staff emphasized the $25 million the city already invested in pre-bond planning over the last two years for architecture, engineering and geotechnical investigation. The city administrator's office and the budget team said that money was drawn from general-fund surplus and is intended to be repaid from eventual bond proceeds if voters approve the measure.
Supervisor (speaker 5) moved that the committee add a resolved clause to the capital plan increasing the SFGH line item to $887,400,000. The city attorney advised on the correct legislative language for the clause. The committee approved the amendment without objection and sent the amended plan to the full Board of Supervisors with a recommendation for adoption.
Why this matters: The SFGH rebuild is the largest general-obligation bond prospect the city has placed in the capital plan. Staff said the additional work done before advancing a bond measure '10 'the schematic design, EIR work and contractor cost input 'gives greater confidence in arriving at a more precise ballot number and in delivering promised work if voters approve the bond.
What comes next: The amended capital plan will be considered by the full Board of Supervisors. If the board adopts it, staff and the capital planning committee will continue pre-ballot work, including final design and environmental review, ahead of any November bond measure. The committee also recorded related items in the plan, including ongoing program priorities for AWSS, Hall of Justice replacement, mission-bay public safety facilities and deferred-maintenance backlogs the plan estimated at roughly $800 million citywide.
