Rules Committee forwards slate of commission appointments and reappointments to full Board
Summary
The Rules Committee unanimously sent a package of appointments and reappointments — including seats on the Association of Bay Area Governments executive board, the Park, Recreation and Open Space Advisory Committee, the Entertainment Commission and the IHSS Public Authority — to the full Board with positive recommendations.
The Rules Committee of the San Francisco Board of Supervisors on June 25 forwarded a package of appointments and reappointments to the full Board, approving nominations for regional and city advisory bodies and commissions.
Chair John Avalos opened the meeting and noted the committee would take several items together; Clerk Alisa Samara read motions reappointing Supervisors Shane Kim and Eric Marr to the Association of Bay Area Governments executive board through June 30, 2017. After brief public comment, Supervisor Katie Tang moved "to approve items 1 and 2, and send them to full the full board with I guess with res- recommendation," and the motion was seconded and taken without objection.
The committee considered several commission and authority appointments. Kim Hirschfeld introduced herself as a longtime neighborhood volunteer who worked on projects including Joe DiMaggio Park and the North Beach Library; after brief questions about ProSAC attendance the committee voted to send her nomination for Seat 16 of the Park, Recreation and Open Space Advisory Committee to the full Board with a positive recommendation.
On the Entertainment Commission, one applicant who spoke said he would withdraw in favor of another candidate. Supervisor Tang moved to forward Theodora Caminong to the full Board for Seat 1; that motion was seconded and approved without objection. The committee also considered the mayor's nomination of Audrey Joseph for reappointment to the Entertainment Commission; Joseph described her 12 years on the commission and work on sound attenuation, nightlife regulation and mediation between venues and residents. The committee approved the mayor's reappointment and will send it to the full Board.
For the In-Home Supportive Services Public Authority, three applicants — Kenzie Roby, Gustavo Serina and Luis Calderon — each described service to the authority and the sector's challenges, including payroll and timesheet processing delays at the state level that affect provider pay. Public authority staff endorsed the three candidates, and the committee moved to forward Roby (Seat 5), Serina (Seat 7) and Calderon (Seat 13) with positive recommendations.
All of the appointment and reappointment motions considered were taken to the full Board with positive recommendations and without recorded objections. The committee did not debate any item to the point of amendment; most presentations focused on applicants' prior service and experience.
The Rules Committee will present the forwarded nominations to the full Board on the July 7 agenda for final confirmation.
