The committee approved release of $552,445 in TEA‑21 federal grant funds to continue environmental studies and design of a new access route linking Hunters Point Shipyard to U.S. Highway 101. Ann Jenkins of the Department of Public Works said the city originally received an $8.8 million federal earmark (not the full $9.375 million requested) and to date about $6.3 million has been released for environmental work; the additional $552,445 will complete the environmental phase, regulatory review, and public hearings.
DPW said the draft environmental impact report has been submitted to Caltrans and that the EIR/EIS process is being performed to NEPA standards because of federal funding. A project representative said construction-scale estimates in the draft vary by alternative but are roughly in the $60 million to $120 million range.
Committee members asked about how this study interacts with private redevelopment proposals and ballot measures related to Hunters Point. DPW said the corridor would serve as a "central spine" for multiple proposals and that this environmental work will provide studies and technical data useful to the city and other project proponents; the locally preferred alternative will be selected after public comment and staff analysis later in the year.
The committee forwarded the request to the full board with recommendation to release the reserves.
