Assessor-Recorder agrees to explore ways to add street addresses for about 6,000 property owners

Rick Galbraith, a legislative assistant representing an absent supervisor, presented a motion asking the Assessor-Recorder to explore databases and means to include current street addresses for property owners whose records show only P.O. boxes. Galbraith said budget-analyst materials estimate roughly 6,000 property owners out of about 194,000 on record list only a P.O. box, which complicates service of citations or notices.
Alyssa Pines of the Assessor-Recorder's Office said the office had done preliminary analysis and offered two responses: an interim approach to segregate those accounts and insert a request for current street address information into the annual notice-of-assessed-value mailing, and a longer-term fix to change the preliminary change-of-address form to require street addresses (which would require state-level statutory change or moving the form to the Board of Equalization). Pines said the office could pursue the interim mailing if logistics and costs permit.
Committee members indicated the interim approach was acceptable and left the motion at the call of the chair for future follow-up if the office required direction or the office is unresponsive.
