Rules Committee forwards multiple appointments and advisory-group nominations to full Board
Summary

At its March meeting the Rules Committee forwarded several nominations and reappointments to the full Board of Supervisors, recommending confirmation for multiple city and advisory-board candidates.
Appointments and reappointments advanced included a motion to appoint Supervisor Eric Marr to the Local Agency Formation Commission and reappointments to the Association of Bay Area Governments' Executive Board. The committee also forwarded Joelle Ramos’s reappointment to the Municipal Transportation Agency Board (term ending March 1, 2019). Ramos described priorities he has pursued on the MTA, including all-door boarding and Muni Forward infrastructure improvements.
The committee considered and advanced Emily Webb’s appointment to the San Francisco Health Authority. Webb cited prior work implementing Healthy San Francisco and emphasized challenges and opportunities from changing Medi‑Cal populations; witnesses and Health Plan representatives noted the plan serves about 130,000 San Franciscans.
On procurement policy, the committee moved three applicants to the SweatFree Procurement Advisory Group forward (three seats). Applicants described the ordinance’s focus on garments and uniforms, the enforcement and vendor-survey work already underway, and potential future conversations about expanding scope to other commodities like food or technology.
Item 8 (shelter monitoring committee) — which the committee partially heard out of order to accommodate an applicant — included multiple formerly homeless applicants who described lived experience in shelters and priorities such as improving transition services to employment, culturally sensitive staff training, better case management and attention to food and sanitary conditions. After public comment both supporting and critical of applicants, the committee advanced three candidates to the full Board with recommendation.
All forwarded items were taken without objection in committee and will be scheduled for Board consideration. The record shows motions to forward were made and seconded for each item; specific final confirmation votes will occur at the full Board meeting scheduled per the clerk’s calendar.
