Rules Committee forwards committee extensions, appointments and settlements in mixed agenda
Summary
The Rules Committee approved extensions for the Balboa Park Station Area Plan CAC, recommended multiple appointments to advisory committees including Market & Octavia and Shelter Monitoring, and forwarded settlements (items 7–10) to the full Board after closed session.
Beyond the OECE ordinance and open-source voting resolution, the Rules Committee advanced several administrative and appointment items.
Balboa Park Station Area Plan: SFMTA staff recommended extending the Balboa Park Station Area Plan Community Advisory Committee (CAC) so it can continue oversight of more than two dozen projects; the committee adopted an amendment clarifying that the Board (not Rules Committee) makes appointments and forwarded the extension (requested to February 2017) with a positive recommendation.
Market & Octavia Community Advisory Committee: The committee held a hearing to appoint six members to fill terms ending Dec. 16, 2016. Applicants spoke to their planning and neighborhood experience. Supervisors discussed attendance concerns for one candidate (Kenneth Wingard) but accepted his explanation about schedule changes. The committee moved and recommended Kruti Singha (seat 1), Joshua Marco (seat 2), Raymond Gary McCoy (seat 3), Kenneth Wingard (seat 4), Paul Olsen (seat 5) and Jason Henderson (seat 6) for confirmation by the full Board.
Shelter Monitoring Committee: The Rules Committee reappointed Nicholas Kamara (chair) and approved reappointments for other Shelter Monitoring Committee nominees (terms ending Nov. 23, 2016) after applicants described direct-service and advocacy experience.
Settlements and closed session: Items 7–10 (ordinances and resolutions approving tolling/standstill agreements and settlements) were discussed. Paul Haynes, a plaintiff on one listed settlement, spoke during public comment requesting the effective date in his settlement be tied to receipt of funds rather than Board approval. The committee went into closed session, and Deputy City Attorney John Giffner later reported the committee voted unanimously to forward items 7–10 to the full Board with positive recommendation.
All forwarded items will be considered by the full Board at upcoming meetings.
