Budget committee sends contract amendment, housing bond and grant reallocations to full Board

At its Oct. 24 meeting the San Francisco Board of Supervisors’ Budget and Finance Committee handled several items on procurement, housing finance and grant management and sent most forward to the full Board with committee recommendations.
The committee amended Item 1, a resolution from the Department of Telecommunications and Information Services, clarifying that contract-term language should reflect two one‑year options and an amended extension from 10 years to 12 years and 5 months for the Computer Associates mainframe software agreement. DTIS staff told the committee the software is integral to city operations and that replacement would be costly; the board analyst said approving an extended sole‑source term is a policy decision for the full Board.
Item 2, a proposed agreement with S and S Trucking for hauling solids and grit estimated to exceed $10 million (Charter §9.118(b)), was continued for scheduling clarification; the committee rescinded an earlier one-week continuance and instead continued the matter for two weeks.
Item 3 authorized issuing multifamily housing revenue bonds not to exceed $18,942,066 for the Bishop's Wing Community House, a project sponsored by Episcopal Community Services. Joan McNamara of the Mayor’s Office of Housing said the project would create 134 SRO units targeted to chronically homeless households, expects bond closing in November and an 18‑month construction timeline; the committee agreed to send the resolution to the full Board with recommendation.
Item 5 was a resolution approving the expenditure of $137,728 in Community Development Block Grant funds for reallocation to previously approved projects that had not progressed due to site control, zoning or staffing issues. MOCD acting director Ms. Matthews said the reallocations return previously allocated but unspent funds to the community, and the analyst recommended approval.
Public Works Finance Manager Douglas Legg explained cooperative work agreements to extend two federal/state transportation grants (Fourth Street Bridge and Bayview Transportation Improvements) that expire June 30, 2008; Staff requested Board resolution before November 17 to continue billing through the rest of the year. The committee closed public comment and sent the grant extension item to the full Board with recommendation.
No final votes on passage of ordinances occurred at the committee; where amendments or continuances were required the committee approved sending amended items or continuances to the full Board for final action.
Next steps: the committee will forward these items to the full Board with its recommendations; scheduling notes were provided for items requiring future Board action.
