Controller's office recommends changes to revolving funds; committee amends DTIS amount and retains small Board fund

Monique Zmuda of the Controller's Office told the Budget & Finance Committee on Wednesday that the Controller’s office has consolidated recommendations to amend the Administrative Code governing departmental cash revolving funds, reducing or deleting several funds and aligning authorized amounts with actual usage identified in audits and transaction reviews.
Zmuda said the Controller’s Office found over time that the need for on-site cash has declined as more transactions are handled through accounting systems. She noted a clerical drafting error in the draft legislation affecting the DTIS revolving fund and said the correct authorized amount should be $1,000 rather than $100. The Controller’s Office also agreed that the Board of Supervisors’ revolving fund should remain at $500 to cover certain needs such as audio tape recordings.
Committee staff confirmed the controller’s proposed amendments were reflected in their report and recommended approval as amended. The committee adopted the DTIS correction and the retention of the $500 Board fund without objection and will send the amended ordinance to the full Board with a positive recommendation.
Next steps: the amended ordinance will be considered by the full Board of Supervisors.
