Budget committee recommends adding nearly 35 RN positions tied to new MOU, cites $8.3 million annualized cost

The San Francisco Board of Supervisors’ Budget & Finance Committee on Wednesday recommended that the full Board consider an ordinance to reflect a memorandum of understanding between the City and County of San Francisco and Service Employees International Union (SEIU) Local 790 covering staff and per diem nurses. The committee will forward the ordinance to the full Board with a recommendation.
Mary Howe of the Department of Human Resources told the committee the amendment to the FY07–08 ASO reflects additions negotiated with SEIU Local 790 intended to improve staffing and “reflects best practices in the industry” by adding more registered nurses to affected units. “The additions really help staffing,” Howe said.
Committee staff member Mr. Rose presented the fiscal impact calculations, saying the estimated annualized cost for the 34.95 additional full‑time equivalent positions would be $8,339,280 and that the fiscal year 2007–08 funds of $3,703,350 needed for the request are available in the general fund salaries and fringe benefit reserves. Based on those figures and the contractual obligations in the applicable MOUs, Mr. Rose recommended approval of the ordinance as presented to the committee.
Chair Aaron Peskin closed public comment on the item after no speakers appeared; the committee did not record a formal vote at the meeting and instead agreed to send the ordinance to the full Board with the committee recommendation and without objection.
Next steps: the item will appear before the full Board of Supervisors for final consideration.
