Rules committee reappoints members to Local Homeless Coordinating Board; candidates emphasize lived experience and service delivery

The Rules Committee on Thursday moved to reappoint three members to the Local Homeless Coordinating Board and forwarded those recommendations to the full Board of Supervisors.

Del Seymour, who described himself as formerly homeless and an active board member, told the committee he spends substantial time in homeless communities and has participated in outreach to local tech companies and providers. Seymour highlighted recent openings and services for veterans and homeless people and urged continued work on housing options.

Eric Brown, a program manager with Catholic Charities and a seated member of the Local Homeless Coordinating Board, described his work as chair of the HMIS committee and co-chair of efforts to align regulations with San Francisco’s continuum of care. Brown said his teams run programs with high occupancy and that he recuses himself when potential contract funding votes create conflicts of interest.

Gary Lewis, who detailed volunteer and legal-services work in the Tenderloin, said his background informs efforts to address client needs across services and benefits.

Kim Armbruster, an incumbent who arrived during the meeting, described co-chairing the HMIS subcommittee and shelter monitoring activities and asked to continue serving. Megan Owens, Human Services Agency staff and primary staff to the Local Homeless Coordinating Board, spoke to procedural matters and confirmed Armbruster’s arrival.

Public commenters urged support for Seymour’s reappointment. Supervisors said they valued both lived experience and provider expertise and moved to reappoint Del Seymour (with a residency waiver noted for one seat), Kim Armbruster and Eric Brown to the board with positive recommendations to the full Board.
