Barbara Smith, Development and Modernization Administrator for the Housing Authority, and other MOH staff said the additional funding would free maintenance staff to address other vacant units and that the Housing Authority will comply with HUD-required admissions and occupancy policies. Staff committed to regular monitoring meetings that would include tenant-community groups, the Mayor’s Office of Housing and the City Attorney’s office to review progress, work orders and maintenance timelines.
During public comment a large number of tenants, neighborhood advocates and developers urged expedited release of repair funds, argued the $2 million proposed immediately for repairs was insufficient compared with needs, and insisted on resident oversight to prevent displacement during phased redevelopment. Speakers also asked that current tenants with relocation requests receive priority to move into renovated units.
After extended discussion, the committee voted to forward Item 3 to the Board and to release $3,500,000 without objection, incorporating the budget analyst’s suggested allocations including the $340,000 amendment for Alemany and Sunnydale.
Next steps include housing authority reporting to the Mayor’s Office of Housing and participation in regular monitoring meetings to track work orders and rehab timelines; the full Board will receive the resolution and attached budget allocations for final action.
