Rules Committee advances several appointments and forwards settlements to full Board
Summary
At its Sept. 18 meeting the Rules Committee advanced or recommended multiple appointments — including Miguel Bustos, Malia Cohen, Jane Weil, Rita Semmel and Julene Johnson — and unanimously forwarded items 8–17 (settlements/claims) from closed session to the full Board with a nondisclosure motion.
The San Francisco Rules Committee on Sept. 18 moved a slate of appointments and recommendations to the full Board of Supervisors and forwarded settlement items from a closed session.
Appointments and committee actions
- Malia Cohen: The committee moved to reappoint Supervisor Malia Cohen to the Peninsula Corridor Joint Powers Board for a two-year term ending June 30, 2016; Supervisor Katie Tang made the motion and it passed without objection.
- Miguel Bustos: The committee heard the Mayor's appointment of Miguel Bustos to the Commission on Community Investment and Infrastructure (term ending 11/03/2016). Bustos highlighted prior service on the redevelopment commission and local-hire advocacy. Labor and community speakers, including a Local 261 organizer, urged support. Supervisors Campos and Tang recommended his nomination and the committee advanced it with no recorded objection.
- Jane Weil: Jane Weil, a District 6 resident and advocate for open space in Mid-Market, described urgent needs for neighborhood green space amid large housing pipelines. Supervisor Kim’s office provided written support; the committee forwarded Weil's nomination with a positive recommendation.
- Rita Semmel: Rita Semmel, a member of the Human Services Commission and senior resident, applied for a seat on the In-Home Supportive Services Public Authority and received staff endorsement. The committee advanced her nomination with a positive recommendation.
- Julene (Professor) Johnson: For the Commission on Animal Control and Welfare, the committee recommended Professor Julene Johnson after hearing from applicants; supervisors praised both applicants’ passion for animals but moved Johnson forward.
Closed session: settlements and nondisclosure
The committee convened a closed session to consider item numbers 8 through 17, described as ordinances and resolutions authorizing settlements of lawsuits, litigated grievances and unlitigated claims. Deputy City Attorney John Giffner reported the committee unanimously voted to forward items 8–17 to the full Board with recommendation. The committee then voted to withhold disclosure of closed-session deliberations; that motion passed without objection.

All committee recommendations will appear on the Board of Supervisors agenda (listed by the clerk as appearing on the Sept. 30 Board agenda unless otherwise stated). The full Board will consider the appointments and settlement recommendations at subsequent meetings.
