Finance Committee amends Siemens contract, backs Healthy Kids contract and hospital appropriation

The Finance Committee on Tuesday amended and forwarded a suite of Department of Public Health financing and contracts for the coming fiscal year.
On a resolution authorizing the Department of Public Health to enter into two continuing licensing and maintenance contracts with Siemens Medical Solutions USA Inc., department representative Mr. Sass said the contracts support billing, collections and lifetime clinical records across San Francisco General, Laguna Honda and clinics that together account for roughly "$440,000,000 worth of revenue." The contracts together exceeded the $10,000,000 departmental approval threshold.
Committee members adopted the budget analyst's recommendation to reduce one contract by $1,131,185 to a not‑to‑exceed amount of $8,768,000 and made the authorization retroactive. Mr. Rose told the committee he recommended reducing the contingency from 35% to 20% and the department agreed. The committee forwarded the amended resolution to the full Board with recommendation.
On a separate item, Jim Seuss, assistant director of policy and planning and contract manager for the Healthy Kids and Young Adults program, asked the committee to approve a contract of about $11,342,433 with the San Francisco Community Health Authority to provide universal health services to children, youth and young parents for the period July 1, 2007, through June 30, 2008. The committee amended that resolution to be retroactive to July 1 and forwarded it with recommendation.
The committee also took up an appropriation of $5,647,000 to cover increased temporary salaries, fringe and overtime costs at San Francisco General and Laguna Honda Hospitals. Mr. Sass said revenues exist to fund 100% of the appropriation as part of closing the prior fiscal year; the committee adopted a proposed substitute amendment and forwarded the item to the full Board with recommendation.
All three health‑related items were forwarded to the full Board for final action. Committee members recorded no public testimony on these items at the hearing.
