Committee forwards package of leases, contract increases and agreements to full Board

The San Francisco Budget and Finance Committee on Tuesday forwarded a package of resolutions to the full Board with recommendation, sending several leases, contract amendments and grant agreements for final consideration and continuing two EarthLink broadband items to the committee’s next meeting.
Among the items the committee advanced: a Department of Public Health agreement with Stop AIDS Project to expend $28,410 for the period 09/01/2006 through 08/31/2008; a request from the Office of Contract Administration to increase a computer-store contract cap from $10,000,000 to $13,000,000 (Assistant Director of Purchasing Bill Jones said expenditure commitments to date are approximately $9,800,000); and multiple airport leases presented by Kathy Weidner for retail locations and for Signature Flight Support’s executive-terminal operations.
Other forwarded items included a fifth amendment to the Treasure Island environmental consulting contract to increase the cap by up to $180,000 (new total not to exceed $1,259,000), a five-year lease renewal for the Public Utilities Commission’s Wastewater Collection System Division at 3801 Third Street (staff said the rent is market-based and recommended retroactivity), and a 3,060 sq ft lease at 650 Fifth Street for Department of Public Health Jail Health Services that raises rent from $1.75 to $2.28 per sq ft and requires retroactive amendment.
Kathy Weidner said the airport retail leases carry minimum annual guarantees and tenant-improvement commitments; for example, one package included a technology-store lease requiring $952,000 in tenant improvements and another proposed newsstand/specialty leases carrying combined minimum guarantees. The committee had no substantial public opposition on the items it forwarded.
Two items related to a proposed citywide wireless broadband arrangement with EarthLink — a franchise/lease and a license to use SFPUC streetlight poles — were continued for one week while the committee awaits further response from EarthLink. The committee adjourned after forwarding the remaining matters to the full Board with recommendation.
