Committee forwards Sunset Scavenger contract amendment and Police Code fee changes; stables fund continued

The San Francisco Budget & Finance Committee on Tuesday forwarded several administrative items to the full Board of Supervisors and took no final action on a proposed donation fund for the Golden Gate Park stables.
Clerk read a resolution to approve the eighth amendment to the agreement with Sunset Scavenger Company to continue hauling and removal of biosolids, increasing total contract compensation by $1,300,000 to $12,415,000 and extending the contract term to Nov. 30, 2007. Naomi Kelly, city purchaser, said the amendment is an interim measure to keep hauling and removal services in place while the Public Utilities Commission and Purchasing finalize a competitive solicitation for a new contract.
Teamsters representatives urged the Board to protect workers’ pensions and prevailing-wage protections if the contract is reissued. "I'd just like to bring to your attention that an award of this contract to any contractor besides the current contractor, Sunset Scavenger, would be responsible," said James Fergus of Teamsters Local 350, warning that employees could lose pensions if the work moved to a nonunion company. Jeffrey Pillar, an attorney for Local 350, said the contracting department had put the contract out to bid and described the extension as an interim action while procurement proceeds.
Separately, the committee considered an ordinance to amend the Police Code to increase certain motor-vehicle permit and license fees, authorize annual CPI adjustments, and repeal obsolete provisions. With no public comment, the committee forwarded that ordinance to the full Board with a recommendation.
The clerk also read an ordinance to create a donation fund to support Golden Gate Park stables with a city match of $1 for every $3 donated (up to $1,000,000). Sponsor Supervisor Jake McGoldrick asked that the item be continued to the call of the chair. Public commenters expressed support for returning horses and horse-drawn carriages to the park. The committee continued the stables fund item by unanimous consent.
Motions on items 2 and 5 were adopted without objection to send both items to the full Board with recommendation; item 1 (stables fund) was continued to the chair’s call.
