Rules Committee recommends a slate of appointments, forwards several measures to board and ballot

The San Francisco Board of Supervisors’ Rules Committee voted July 10 to recommend a series of appointments to city advisory boards and to forward several charter and ballot measures for further consideration.
Chair Supervisor Norman Yee opened the special meeting and the committee first approved the mayor’s reappointment of Anne Plumbling Lazarus to the Board of Appeals for a term through July 1, 2018. Lazarus told the committee she would “continue to do my homework, to read the briefing material thoroughly, to listen to the sides during the presentations, and to try to make as informed an objective a decision as I can in each individual case,” and public commenter Gail Baugh urged her reappointment. Supervisor Katie Tang moved to approve Lazarus and an amendment to delete the word “reject” from the title; the motion passed without objection.
The committee next advanced the mayoral nomination of Liam Frost to the Entertainment Commission’s law‑enforcement seat (term to July 1, 2018). Frost, a retired SFPD lieutenant, described his career‑long work on public‑safety and nightlife issues and his experience coordinating major events; several colleagues and residents offered character references. With no objections the committee amended and approved the nomination and sent it forward with a positive recommendation.
The committee considered three applicants for an open Entertainment Commission seat. Patrick Finger read a prepared statement on behalf of Dimitri (of Folsom Street Events), Mario Grillo spoke about expanding professional live‑music offerings, and incumbent Steven Lee described his industry experience and neighborhood outreach. After public testimony and discussion the committee moved to send Steven Lee forward to the full board for reappointment and the motion passed.
On other appointments, the committee recommended Joshua Marker (Market and Octavia Citizens Advisory Committee, vacancy) and appointed Maya Rogers to the Park, Recreation and Open Space Advisory Committee. Each nomination was supported by public commenters and by supervisors who cited neighborhood experience and volunteer service.
The committee also took a package of procedural and substantive actions on several measures and continued or advanced items for final action by the full board, summarized below.
