Rules Committee forwards settlements to full board; environmental group asks for continuance on billboard settlement

The Rules Committee voted May 14 to forward ordinances and resolutions authorizing settlements in items 4 through 17 to the full Board of Supervisors, convening briefly in closed session to consider the matters and then voting not to disclose closed-session deliberations.
Before the closed session, members of the public urged additional review of item 8, a settlement involving Contest Promotions. Milo Henke of San Francisco Beautiful and other commenters argued the proposed settlement could forgive fines and rewrite sign definitions in a manner that may conflict with Proposition G’s prohibition on new billboards. Counsel for Contest Promotions told the committee the lawsuit dated to February 2008, described the city as losing on certain legal points, and urged the committee to proceed with the negotiated settlement.
After public testimony the committee recessed to closed session and later, by a 2–0 vote, forwarded items 4–17 with recommendation to the full board. The committee then moved and passed a motion not to disclose the substance of closed-session discussions. The settlements will appear on the Board agenda for final action.
