Roos Committee advances multiple advisory appointments; CCCD seat decided in split vote then rescinded and refiled

The Roos Committee on April 3 considered and forwarded a slate of advisory board nominations and took procedural action on several items that will go to the full Board of Supervisors.

Citizens Committee on Community Development: Two seats and three applicants were considered. Applicant Eddie Ahn described his work on workforce development and outreach for the five‑year consolidated plan that advises on federal Community Development Block Grant funding. Maquel (Miguel/Mikael) Penn described her workforce development experience and ongoing work supporting consolidated plan outreach.

Supervisor David Campos said he generally supports reappointments but opposed Ahn’s reappointment at this time, citing questions about the interests represented by Ahn’s affiliated organization. The committee took a roll call on Ahn’s seat: Campos — No; Tang — Aye; Yee — Aye, producing a 2‑1 vote to forward Ahn. The committee forwarded Maquel Penn’s nomination with no recorded objection.

Shortly after, the clerk requested the earlier vote on Item 3 be rescinded so the file could be duplicated and the two motions separated for full Board consideration. The committee rescinded the earlier vote, duplicated the file and repeated roll calls; the transcript shows the repeated roll call again recorded Campos — No; Tang — Aye; Yee — Aye on one file and unanimous ayes on the duplicated file, and the motions were recorded as passed for forwarding to the full Board.

Food Security Task Force: The committee heard two nominees: Heather Tufts (Department of Children, Youth and their Families) and Orla O'Keefe (San Francisco Unified School District student nutrition services). O'Keefe noted the district serves about 30,000 meals daily. Supervisors forwarded both nominees without objection.

Graffiti Advisory Board: John Austin and Rebecca Delgado Rotman were nominated; multiple community leaders and volunteers testified in strong support of Rotman’s reappointment and cited long‑running volunteer programs and partnerships with city agencies. The committee forwarded both nominees with a positive recommendation.

Park, Recreation and Open Space Advisory Committee: Four nominees were presented (Patricia Delgado, Nick Bellini, Les Hilger and one absent nominee); Supervisors Tang and Campos moved to forward all four and the motion passed with no objection.

Closed session (Items 7–14): The committee convened in closed session on settlement items 7 through 14; Deputy City Attorney John Givner later reported the committee voted unanimously to forward those items to the full Board with recommendation and the committee voted to withhold disclosure of the closed session discussions.
