The Rules Committee approved several advisory‑board appointments during its Feb. 6 meeting.
Item 2: The clerk presented a motion to appoint Supervisor John Avalos as a member and Supervisor Eric Mar as an alternate member to the Local Agency Formation Commission (LAFCo), with terms ending Feb. 4, 2018. The committee moved the item to the full Board; there was no public comment and the motion was approved.
Item 3: The committee considered a hearing to appoint one member to the Developmental Disabilities Area Board 5 (term ending Dec. 31, 2016). Gabriel Rogan, Executive Director of Area Board 5, appeared to answer questions on behalf of the applicant. Deputy City Attorney John Givner explained a statutory requirement governing the body: "the state law sets the requirements for this body, and 1 of the requirements is that 60% of the members of the body ... have to be consumers or relatives of consumers or ... caretakers." Givner advised that San Francisco currently has two seats and that the seat filled today should fit into the 40% category; future appointments should be used to meet the 60% consumer/relative requirement.
Item 4 (Workforce Investment Community Advisory Committee): The committee heard presentations from applicants for three seats on the WCAC. After initial discussion the committee later paused and the chair resumed Item 4 citing a procedural error; the committee voted to resend the prior vote and then approved residency waivers where required. The final appointments recorded in committee action were Lily Wong (seat 1), Winnie Yu (seat 2) and Dion J. Brookter (seat 4). Supervisors emphasized continuity and representative voices for immigrant and low‑income populations in choosing candidates.
The clerk said items acted on today will appear on the Board agenda on Feb. 25 for final Board action.
