Committee opens multi-department budget review; SFPD, Fire, Sheriff and DPW update spending and initiatives

The Budget & Finance Committee began a multi-department review of current-year spending, expiring grants and proposed initiatives for next fiscal year.
San Francisco Police Department: CFO and chief described their multi-year hiring plan, current academy classes and technology/early-intervention investments. The department warned that ending COPS/universal hiring grants will shift approximately $8.2 million in local-match obligations onto the city and an additional $3.6 million for officers who will move onto the general fund, for a combined fiscal impact cited in the hearing. The chief outlined technology initiatives, an early-intervention system and community policing proposals, and requested additional civilianization to free sworn officers for field duty.
Fire Department: The fire chief reported near-term budget balance subject to grant expirations; highlighted a successful senior home safety grant, the NERD community preparedness program, EMS reconfiguration and a planned multi-year replacement of personal protective equipment. Fire seeks funding for entrance and promotional exams and for equipment replacement.
Sheriff: The sheriff’s office reported net staffing gains after recruit classes and described the NOVA no-violence reentry program, early outcomes and metrics; the office discussed possible reopening of part of the San Bruno jail contingent on staffing and potential state partnerships.
Public Works: Staff updated on the community-corridor cleaning program and the sidewalk-repair initiative; both continue next year with newly filled positions.
Committee action: Supervisors asked for additional detail, requested follow-up reports (including 9-month controller reports and capacity analyses) and agreed to continue the remainder of the departmental hearings to a subsequent committee meeting.
