Committee approves CDBG/ESG/HOME recommendations as amended, with conditions
Summary
After review of the citizens committee recommendations and departmental presentations, the Budget & Finance Committee approved the FY 2007–08 CDBG, ESG and HOME package with targeted amendments, including conditional oversight for Mission Housing Development Corporation and reallocation of a small microenterprise amount.
The committee reviewed the consolidated Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG) and HOME program recommendations and approved the package as amended.
MOCD Director Fred Blackwell and the mayor’s housing director presented the recommendations from the citizens committee and noted constrained federal entitlements. The packet included funding proposals for roughly $24.6 million in program allocations; the housing portion earmarked just under $9 million for development and counseling services.
The citizens committee and staff placed conditions on several recommendations: one $100,000 award for Mission Housing Development Corporation was structured as narrowly targeted funds for a financial and physical assessment of ten properties with an outside asset-management contractor and mayor’s-office monitoring. The committee also moved to remove $50,000 from an Asian Inc microenterprise line and have MOCD reappropriate it under the same work program. Supervisors pressed for more capacity-building funds for District 11 and noted that the district receives roughly 5% of the CDBG package.
Committee action: The board approved items 4–6 as a policy matter with amendments to the microenterprise allocation and conditions on the Mission Housing funds. The mayor’s office and MOCD were asked to report back on capacity-building strategies for underserved districts.
Next steps: MOCD and the mayor’s office will monitor conditional awards and consider capacity-building approaches to increase the share of CDBG funds benefiting lower-income neighborhoods.
