Rules Committee forwards multiple appointments, continues several items and convenes closed session

The Rules Committee on Nov. 21 considered a series of appointments, committee-seat nominations and procedural items. The committee moved Item 8—a resolution appointing Harlan L. Kelly Jr., General Manager of the Public Utilities Commission, to a four-year term as Director of the Bay Area Regional Water System Financing Authority—to the full Board as a committee report after Kelly summarized the PUC’s regional responsibilities and customer base.

The committee also advanced other nominations to the full Board: a Treasure Island Development Authority nomination (Item 2) and an appointment to the Citizens Committee on Community Development (Item 7) for Maquel Penn, both carried forward with committee recommendations after public endorsements. Micah Allen was appointed to the Bicycle Advisory Committee seat 10. Several items were continued: Item 3 (airport facilities naming advisory committee seats) was continued to the call of the chair to allow more applicants, Item 6 (Treasury Oversight Committee) was continued to permit review of a recently submitted application, and Item 10 (a resolution sponsored by the Tax Collector to authorize suit to recover hospital service costs) was continued for separate closed-session consideration on a future agenda.

The committee voted to convene a closed session on items concerning existing litigation (Items 9, 11 and 12). After returning to open session the committee voted not to disclose what occurred in closed session; the Deputy City Attorney stated that Items 9, 11 and 12 were forwarded to the full Board with recommendation.

Motions in committee were typically recorded as "no objection" and were passed without roll-call tallies in the transcript. Where a supervisory mover was recorded the committee minutes reflect that the matters were advanced to the full Board or continued to the call of the chair for further action.
