Rules Committee advances a slate of commission and advisory appointments to full Board

The San Francisco Board of Supervisors Rules Committee on Dec. 5, 2013 advanced a package of appointments and recommendations to the full Board, moving nominees for the Treasury Oversight Committee, the Revenue Bond Oversight Committee, the SoMa Stabilization Fund advisory committee, the Advisory Council to Aging and Adult Services, and two slots on the In-Home Supportive Services Public Authority.
Greg Cotto of the Treasurer’s Office presented Charles Perle as the nominee to the Treasury Oversight Committee. Perle, who identified himself as the SFPUC deputy chief financial officer, described his experience overseeing the utility’s bond program and said he has “managed $4,000,000,000 worth of bond sale transactions” for the SFPUC. The committee closed public comment and agreed to forward the nomination as a committee report.
Other nominees moved to the Board with positive recommendations included Marina Pelosi for the Public Utilities Revenue Bond Oversight Committee; John Elberling for the SoMa Community Stabilization Fund advisory committee; Diane Lawrence for the Advisory Council to Aging and Adult Services; and two candidates, Patricia Wooley and Judith Cashmere, for the In-Home Supportive Services Public Authority. In each case members questioned attendance and time-commitment expectations and then voted to forward the nominees after brief interviews.
Several items were handled by unanimous voice vote or by unanimous consent. Where supervisors asked for clarifications — for example about residency waivers on some advisory bodies or about Form 700 filings for incumbents — staff provided follow-up information and the committee either approved waivers or asked applicants to resubmit paperwork before final confirmation by the full Board.
The committee also held a brief closed session on items related to existing claims. After reconvening to open session the committee reported that it forwarded item 9 to the full Board with recommendation and continued item 10 to the call of the chair. The committee voted not to disclose deliberations from the closed session.
The full Board will consider the advanced nominations and recommendations at its next scheduled meeting.
