Francis Shea from Supervisor Avalos’ office presented a resolution requested by the Local Agency Formation Commission (LAFCO) proposing to consolidate two LAFCO positions — the Executive Officer and a Senior Community Development Specialist — by expanding the latter position’s scope of services. Staff said the consolidation responds to reduced staffing needs as Clean Power SF and community choice aggregation work moved to other agencies and would avoid duplicative billable counsel hours.
Supervisors asked for clarification about who currently fills the positions, whether jobs would be lost, the dollar magnitude of projected savings, and how the merged scope would be evaluated. Deborah Landis from the Clerk’s office said counsel billable hours currently run about $70,000 per year and that consolidating scope would produce savings; LAFCO staff explained the position is set up as a contract rather than civil service role and that evaluation is at the commission’s discretion.
Given ambiguity in how the resolution was written and questions about evaluation mechanisms, the committee moved to continue the item to the call of the chair so staff could reword the resolution and provide clearer cost and accountability details.
