The Shelter Monitoring Committee presented its quarterly report to the Rules Committee. Keith Dennis, Vice Chair, said the volunteer-heavy inspection teams completed 34 of 48 assigned visits during the period, documenting 89 violations (most corrected within seven days) and receiving 157 standards-of-care complaint forms; 17 complaints were forwarded to the Department of Public Health. The committee highlighted disparities between the number of registered clients (more than 6,000) and available shelter beds (about 1,100), and recommended clearer definitions for case management metrics, staggered terms to avoid mass turnover, and more beds including work on the United Council Mother Brown’s 100-bed facility.
HSA and DPH staff described roving case-management teams funded by DPH, operational challenges when shelters are located in private buildings (permit requirements), and token/transportation funding constraints. Staff outlined upcoming permanent supportive housing openings (Bayview Hills Garden and others slated for 2014–2015) intended to reduce family waitlists.
On appointments, Amanda Reichmuth (victim advocate and former shelter case manager) and Liz Pocock (Episcopal Community Services housing director) were interviewed for two Shelter Monitoring Committee seats. After discussion, the committee recommended Amanda Reichmuth for seat 4 and continued consideration of seat 5 to allow verification of seat‑eligibility and additional nominees.
