Rules Committee forwards ordinance to change road commissioner appointment and appoints DPW director as commissioner

Supervisor Norman Yee opened the Rules Committee and introduced two ordinances concerning the county road commissioner. The clerk said one ordinance would change how future appointments are made — switching from ordinance to resolution — and the other would appoint Mahama Nuru, Director of the Department of Public Works, as the City and County of San Francisco’s road commissioner and repeal Ordinance 160-10.
Douglas Legg of the Department of Public Works told the committee that state law requires each county to have a road commissioner and that the role has traditionally been carried out by the director of Public Works. He said the city attorney recommended changing the appointment mechanism from ordinance to resolution as a way to save time and reduce paperwork for what is an annual, routine matter and that the road commissioner’s duties are prescribed in the California Streets and Highways Code.
With no public comment, supervisors moved to forward the two items to the full Board; the motion passed by consensus. The items will appear on the supervisors’ October 1 agenda unless otherwise stated.
