Rules Committee creates advisory committee to recommend naming of SFO terminal after Harvey Milk (amendments adopted)

Supervisor Campos introduced an ordinance on July 11 to amend the administrative code and create an Airport Facilities Naming Advisory Committee to recommend naming airport facilities. The proposal grew out of an earlier effort to add Harvey Milk’s name to the airport; Campos said the revised approach would honor Milk while providing a process to recognize leaders from other communities.
Under the draft ordinance, the committee would be nine members (five mayoral appointees and four Board appointees) and make a recommendation to the Board of Supervisors, which holds final authority under the Charter. Deputy City Attorney John Givner noted that the version initially before the committee would have prohibited committee members from serving on other advisory bodies; Supervisor Campos said that was not his intent. The committee discussed timeline and scope: the ordinance required a recommendation within three months of the inaugural meeting and originally set a 12‑month sunset for the task force.
After public testimony from tourism and business groups, LGBT organizations and community members supporting recognition of Harvey Milk, Supervisor Campos proposed two amendments: (1) remove language that barred members of other advisory bodies from serving on the naming committee to permit useful overlap, and (2) extend the task force’s default life from 12 to 18 months. The committee adopted both amendments with no objection and moved the ordinance, as amended, to the full Board for consideration.
The ordinance as amended directs the clerk and mayor’s office to coordinate appointments and requires a public process for the committee’s recommendation; it does not itself rename any airport facility. The Board of Supervisors retains final approval authority.
