Rules Committee moves Assessment Appeals Board changes to address 8,000-case backlog

The Rules Committee unanimously moved amendments to the Administrative Code to modify Assessment Appeals Board No. 3 so that it can conduct evening hearings for residential properties (1–4 units) beginning this October, a procedural shift intended to address a backlog of approximately 8,000 pending appeals.
Deborah Landis, Deputy Director of Administration and Finance for the Board of Supervisors, explained the collaborative effort between the assessor-recorder, treasurer-tax collector and controller to streamline refunds and eliminate the backlog. Dawn Durham, the Assessment Appeals Board administrator, said the composition change will allow recruitment of commissioners in time for fall hearings. Trisha Prechaud, speaking for the assessor-recorder's office, described the backlog and urged the committee to move the legislation forward.
The committee approved forwarding the item to the full Board without objection.
