Supervisors advance sale of city parcel and funding for Geneva Car Barn, continue allocation decision

The Budget and Finance Committee on Feb. 14 advanced two related measures and continued a third. The clerk read ordinances to authorize the sale of city-owned property on Alameda Boulevard (Assessor's Block 6954, Lot 11-C), adopt related CEQA and General Plan findings, and appropriate $1,344,490 from general fund reserves to support initial repairs to the Geneva Avenue Car Barn ($1,044,490) and $300,000 for Alameda Boulevard greening projects in Public Works for FY 2006–2007.
Supervisor Sandoval and colleagues described competing community interests around the parcel and said proceeds could be used for community mitigations and a priority for housing for formerly homeless individuals under the City's surplus-property ordinance. "There are significantly worthy projects in District 11," Supervisor Daley said, urging support for initial funding to advance the car barn rehabilitation. Sandoval noted prior stabilization work, a grant from the California Cultural and Historic Endowment, and the structure—s place in transit-village planning near Balboa BART.
Public commenters included long-time advocates who helped preserve the building and the purchaser, Wallbridge Terrace LLC (represented by Jim Keith), who said the buyers paid above appraised value and supported the use of proceeds for community projects. The committee found proposed amendments to the allocation of sale proceeds substantive; the City Attorney advised the amendment required further drafting. The committee continued item 3 for one week and moved items 2 and 4 forward to the full Board with its recommendation.
Next steps: item 3 will be revised to specify allocation language (Supervisors— offices and the City Attorney will draft the amendment) and return to committee. Items 2 and 4 will go to the full Board for consideration.
