Committee amends and continues Bayview Hunters Point citizens advisory committee ordinance

The Rules Committee on June 6 considered an ordinance by Supervisor Malia Cohen to establish a Bayview Hunters Point Citizens Advisory Committee (CAC) responsible for reviewing land-use matters in Zone 2 of the redevelopment project area and portions of India Basin. Cohen explained the ordinance responds to the dissolution of redevelopment agencies and the loss of project-area committees and aims to give the Bayview community a formal voice on projects.
The ordinance would create a 12-member body (9 voting, 3 non-voting) appointed by the district supervisor, the mayor and the city administrator, and it sets project "triggers" that require CAC review (for example, projects that create six or more residential units, over 10,000 square feet of nonresidential space, projects that cause loss of residential units, conditional use applications, zoning amendments, and certain planning-led streetscape or public-realm plans). Planning staff described proposed notice and timeline rules, including a 30-day notification window for the CAC to decide whether to hear a project and another 30 days for the CAC to submit comments to the Planning Commission.
Planning Commission recommendations led to several substantive amendments that the committee adopted. Supervisor Cohen moved to adopt those amendments and continue the item to the next Rules Committee meeting; the committee approved the motion without objection.
