Committee OKs Release of Homeland Security Reserves for Ballpark Exercise, Moves Grant to Full Board

The Budget & Finance Committee considered a Department of Emergency Management request to accept a federal pass-through grant of $776,000 from the Governor's Office of Homeland Security for the Buffer Zone Protection Program and a related reserve release of $95,370 to fund an exercise at the ballpark in preparation for a major event.
A department representative said the $95,370 will support a hands-on exercise to rehearse response to a terrorism incident at the stadium, testing evacuation, mitigation, triage and other operational procedures in advance of the All-Star game. The staff said the federal government selected the site and the exercise would involve stadium employees and city response teams.
The committee moved to release the reserves for the exercise and, following a closed-session review permitted by Government Code section 54957(a) and related city administrative code provisions, voted to move the larger grant matter to the full Board with recommendation. The City Attorney reported the matter had been discussed in closed session and the committee chose not to disclose further details in open session.
The grant will now be considered by the full Board of Supervisors.
