Rules Committee reorganizes committees, continues election-code ordinance and moves litigation item to full Board
Summary

The Rules Committee considered several governance and procedural items on Feb. 7.
Item 13 proposed amending the Board of Supervisors' Rules of Order (deleting Rule 3.29 and establishing a Neighborhood Services and Safety Committee by combining City Operations & Neighborhood Services and Public Safety committees). Colleagues initially requested a continuance; after procedural motions (a rescission and reconsideration), the committee ultimately passed the Rules change and agreed to move the item forward to the Board for adoption.
Item 14, an ordinance amending the Municipal Elections Code to incorporate state law provisions on community college and board candidates, adjust filing and inspection deadlines, and make technical corrections, was continued to the Feb. 21 Rules Committee meeting at the request of members.
Item 15 addressed existing litigation. The committee met in closed session, and the deputy city attorney reported the closed-session committee decided to move Item 15 to the full Board with a recommendation; following closed session supervisors voted not to disclose the closed-session discussion. The meeting concluded with the committee adjourning after completing the agenda.
These procedural items will return to the full Board or to subsequent committee meetings as noted in the record.
