After hearing applicants and public comments, the committee moved nominations for John Hillens (seat 1), Dan Flanagan (seat 4), Sandy Sherwin (seat 5), William Moss (seat 6) and Rose Hilson (seat 7) and advanced the motion without objection.
The committee then considered appointments to the Lesbian, Gay, Bisexual and Transgender Seniors Task Force. Supervisors discussed the task force’s current makeup and diversity goals and questioned applicants about outreach to ethnic communities. After deliberation the committee moved to forward Molly (Miles) Steiner as a recommendation to the full Board to fill a vacancy on the task force.
On the Citizens General Obligation Bond Oversight Committee, John Givner, deputy city attorney, reminded the committee that seat 2 requires an appointee active in a labor organization and that committee members cannot be city employees or bond contractors. The Rules Committee heard a slate of candidates with experience in audits, municipal finance and capital‑project oversight. The committee recommended Jonathan Alloy (Aloy/Aloy spelling appears in the transcript) for C3 and Mineola ("Minnie") Ingersoll for seat 1 and continued consideration of seat 2 to the call of the chair.
For the Mental Health Board, a state‑mandated body, staff reviewed membership rules and the committee heard multiple applicants who emphasized lived experience, family‑member perspectives, clinical and community mental‑health experience and the need for language access. The committee moved several candidates to the full Board for consideration, including reappointments and recommendations to increase Spanish‑language access on the board.
The Rules Committee made several procedural motions during the hearing, including rescinding an earlier continuation so that votes could be taken after public comment. Where formal votes were recorded, chair and supervisors used standard recommendation motions and forwarded nominees to the Board of Supervisors for final appointment. The committee adjourned after completing its agenda and thanking applicants for their service.
