Committee forwards Clipper Cove anchorage rules and penalties update for Treasure Island

The Rules Committee on Dec. 6 voted to forward proposed amendments to San Francisco Police Code Section 1.1 that govern Clipper Cove, the anchorage area between Treasure Island and Yerba Buena Island.
Peter Somerville of the Treasure Island Development Authority (TIDA) presented the amendments, which would allow most violations to be charged as infractions with an escalating penalty schedule; retain misdemeanor charges for unauthorized salvage operations under Section 1.1D; authorize TIDA to issue administrative citations consistent with Administrative Code Chapter 100; and require the TIDA board to use public notice and hearings when adopting or revising Clipper Cove rules and regulations. The proposed changes also update statutory references to the California Government Code and Harbors and Navigation Code.
Somerville said the amendments were endorsed by the TIDA board and that the San Francisco Police Department concurred. The committee moved the ordinance to the full Board without opposition.
What’s next: The Board will consider the ordinance; if adopted, TIDA will have an expanded administrative-enforcement toolbox and a process for public updates to Clipper Cove rules.
